Public Notice - City of Harrisonburg and Harrisonburg Redevelopment and Housing Authority Assessment of Fair Housing

The City of Harrisonburg and Harrisonburg Redevelopment and Housing Authority (HRHA) invite you to attend a joint Public Hearing on a regional Assessment of Fair Housing.

The hearing will be held at 7:00pm on August 9, 2016 in City Council Chambers, 409 South Main Street, Harrisonburg, VA 22801. Interested parties are cordially invited to attend and participate in the public hearing.

The Assessment of Fair Housing (AFH) is a legal requirement that both the City and HRHA must complete in order to continue receiving federal housing and community development funding from the U.S. Dept. of Housing & Urban Development (HUD). Specifically, the AFH is an analysis undertaken pursuant to 24 CFR Part 5.154 that includes an analysis of fair housing data, an assessment of fair housing issues and contributing factors, and an identification of fair housing priorities and goals specific to Harrisonburg. Examples of fair housing issues include regional demographics, segregation, racially and ethnically concentrated areas of poverty, access to opportunity, disproportionate housing need, publicly supported housing, access to persons with disabilities, and fair housing enforcement and outreach capacity.

The primary purpose of the Public Hearing is to present the draft AFH to City Council and the HRHA Board of Commissioners, including the goals to address any impediments to fair housing that were uncovered, and open the public display period. A draft copy of the AFH will be available for public inspection for 45 days beginning on August 9 and ending September 23. Copies of the document will be available on the City?s and HRHA?s websites, at the City Manager?s Office, and at the Massanutten Regional Library.

The City will accept written comments on the AFH until September 23, 2016. Written comments or questions may be submitted to the City Manager?s Office at 409 South Main Street, Harrisonburg, VA 22801, or emailed to Kristin.McCombe@harrisonburgva.gov.

An online discussion on this topic has also been posted to Be Heard Harrisonburg, which serves as a public forum where the community is invited to engage in conversation with the city and other residents.

At a second joint meeting on September 27, 2016 at 7:00pm, the City Council and HRHA Board of Commissioners will consider adoption of the AFH. It is the intent of City and HRHA to submit the regional AFH Plan to HUD on or before September 30, 2016.

The City of Harrisonburg will make reasonable accommodations and services necessary for sensory impaired and disabled citizens at the Public Hearing. Additionally, translation services may be offered upon request and availability. Persons requiring such accommodations/services should contact the City at least three working days in advance of the hearing.


Board Description
The Harrisonburg Redevelopment and Housing Authority (HRHA) is a political subdivision of the Commonwealth of Virginia created pursuant to Title 36 of the Code of Virginia. The HRHA aims to promote adequate and affordable housing economic opportunity and a suitable living environment free from discrimination. It also helps foster redevelopment of blighted areas to ensure the economic, social and housing vitality of the community. The HRHA is governed by a five member Board of Commissioners appointed by the Harrisonburg City Council. The board establishes the HRHA's policies and procedures and appoints the Executive Director.
